About Dr. Sterling K. Carter
Dr. Sterling K. Carter is a Global Health System Architect specializing in pandemic
preparedness, disease surveillance, and multinational EHR interoperability. He holds a Doctor Management in Global Leadership (2019) and is completing a DHS in Global Health (2028). Over more than a decade of research, writing, and systems-level innovation, he has developed one of the most comprehensive bodies of work linking digital surveillance, interoperability, and preparedness strategies for low- and middle-income countries.
Dr. Carter's research represents one of the earliest integrated frameworks unifying global health security, digital transformation, and equity-focused health systems strengthening. Through this work, he is helping define an emerging discipline that positions system architecture as a core
determinant of national health outcomes. His mission is to advance global health equity by
helping nations build resilient, data-driven health systems capable of detecting, reporting, and responding to emerging disease threats. He authored Multinational Electronic Health Record Interoperability Strategies, Approaches and Implementation of Multinational Electronic Health
Record Interoperability.

About Dr. Barbara Mae Carter
Dr. Barbara Mae Carter is an Associate Professor at Colorado Technical University, where she teaches leadership and organizational development courses. She also serves on dissertation committees for doctoral researchers and regularly presents at Doctoral Symposia, contributing to the development of emerging scholars in the field.
Barbara is an experienced instructional designer with a strong record of consulting, curriculum development, and facilitating adult learning. She earned her Doctor of Management with a concentration in Organizational Development and Change from Colorado Technical University. In December 2019, she published her dissertation, The Leadership Practices Female ODC Managers Use to Improve Change Initiatives, adding to the growing body of research on leadership and organizational change.
She holds a Master of Arts in Organizational Leadership and a Bachelor of Arts in Management from George Fox University. Barbara is also a Certified Agile Leader, a Certified Ruth Clark Instructional Designer, a ProsciTM Certified Change Practitioner, and holds the SHRM-SCP credential. Her professional commitment centers on helping organizations strengthen employee
experience, leadership capability, and organizational effectiveness.
Her co-authored publications include Multinational Electronic Health Record Interoperability Strategies, Approaches and Implementation of Multinational Electronic Health Record Interoperability, and Sustainable Organizational Change: The Social Model for Systems.
